Conference celebrating the 50th anniversary of CEIPI: “Perspectives for the Intellectual Property System in a Globalized World”

To celebrate its 50th anniversary, the Center for International Intellectual Property Studies (CEIPI) at the University of Strasbourg organized a conference titled “ here Perspectives for the Intellectual Property System in a Globalized World” on  viagra vente detail 27th and 28th November 2014, under the scientific leadership of Mr. follow url Christophe Geiger, Director General of CEIPI. The celebration symbolically took place at the Council of Europe (COE), the birthplace of the 1963 Strasbourg Convention, the first European convention on substantive patent law.

The conference was held under the high patronage of the European Patent Office (EPO), the Office for Harmonization in the Internal Market (OHIM) and the World Intellectual Property Organization (WIPO).

Proposals of Mr. Christophe Geiger on copyright reform in the EU at the meeting of the expert group gathered around the Vice-President of the European Commission Mr. Ansip by the think tank “The Lisbon Council”

The modernisation of Europe’s copyright rules is an essential step towards completing the European digital single market. The European Commission has vowed to table its proposals for a “copyright regime fit for the digital age” by the end of this spring.

The think tank “The Lisbon Council” gathered on the 19th March 2015 in Brussels a group of experts in order to advise the European Commissioner Andrus Ansip, Vice-President in charge of digital single market, for this upcoming copyright reform in the European Union.

Mr. Christophe Geiger, Director General of CEIPI, spoke at this high-level round table on “Copyright and the Digital Single Market: What reform at EU level?” and presented his proposals on the way forward.

This meeting allowed to analyse the benefits and the challenges of modernising the copyright regime in Europe legally and economically, as well as to identify perspectives in terms of public policies for the European Union.

Conference CEIPI-CASRIP “Latest developments in Patent Litigation in Europe and the US: Perspectives from the Judiciary”

The CEIPI organizes in collaboration with the Center for Advanced Study and Research on Intellectual Property (CASRIP), University of Washington (Seattle) a conference on Friday March 27, 2015, on the topic “Latest developments in Patent Litigation in Europe and the US: Perspectives from the Judiciary”, which will take place at the Palais universitaire of Strasbourg, hall Pasteur.

This conference will gather judges from various jurisdictions specialized in IP litigation: Former Chief Judge Randall Rader, US Court of Appeals for the Federal Circuit; Judge Maud Gräfin von Keyserlingk, Munich Court of Appeal; Judge Gabriella Muscolo, Former Judge in the Court of Rome, Member of the Enlarged Board of Appeal of the European Patent Office (EPO); Member of the High Italian Authority for Competition and Trust; Alain Girardet, Counsellor at the First Civil Chamber of the Supreme Court of France.

Moreover, Mr. Pierre Véron, Attorney-at-Law specialized in IP and Member of the “Legal Working Group of the Preparatory Committee on the Rules of Procedure for the Unified Patent Court” will give a presentation about the last conclusions of the Preparatory Committee. Mr. Christophe Geiger, Director General of CEIPI, will discuss the complex interaction of the CJEU with the Unified Patent Court and Mr. Xavier Seuba, Senior researcher and lecturer at the CEIPI, will present the Training of the Judges of the Unified Patent Court and the implications of having technical judges.

CEIPI/WIPO/INPI Advanced Training Course on Intellectual Property, Technology Transfer and Licensing, 15 to 26 June 2015, Strasbourg

The CEIPI/WIPO/INPI Advanced Training Course on Intellectual Property, Technology Transfer and Licensing will take place from 15 to 26 June 2015 in Strasbourg. This training course is jointly organized since 1978 by the World Intellectual Property Organization (WIPO), the Centre for International Intellectual Property Studies (CEIPI) and the French National Institute of Industrial Property (INPI). Like in the past edition, the present course touches upon the legal and economic aspects of technology transfer and licensing. 

The training is addressed to officials of technology transfer professionals, including professionals working in university technology transfer offices, national and regional intellectual property offices and science and technology ministries. With an integrated and practical approach, the CEIPI/WIPO/INPI Advanced Training Course on Intellectual Property, Technology Transfer and Licensing will be also of the interest of lawyers and economists

A new feature of this year’s edition is that the program is open to external participants, who will benefit from the expertise of specialists from several international organizations, prestigious research institutes and universities, and renowned professionals, while interacting with professionals coming from all over the world. The interest of the program in developed, emerging and developing economies makes of it a unique forum to exchange experiences and share opportunities.

CEIPI launches the first Training Program for Technically Qualified Judges of the Unified Patent Court

In September 2015, those aspiring to become technically qualified judges of the Unified Patent Court will have the opportunity to improve their chances by following a specially designed advanced program involving prestigious patent judges and recognized professors.

The CEIPI Training Program for Technically Qualified Judges of the Unified Patent Court will be held in Strasbourg, at CEIPI’s premises. The training particularly addressed to pre-selected judges of the Unified Patent Court, as well as to technical experts and patent attorneys that consider becoming a judge of the Unified Patent Court at some stage of their career.

The course will update participants on the main features of the Unified Patent Court, as well as on other particularly important aspects of judges’ profession: from drafting sentences to fair trial principles.

With a Scientific Board chaired by Rt. Hon. Professor Sir Robin Jacob, and academic coordination of Christophe Geiger, Director General of CEIPI, and Xavier Seuba, Senior lecturer and researcher at CEIPI, the Program for Technically Qualified Judges of the Unified Patent Court will take place from 24 to 26 September, from 22 to 24 October and from 19 to 21 November 2015 for a total of nine days of intensive lectures.

Agreement with OHIM and EPO for the set-up of the “Pan-European Seal Professional Traineeship Programme”

The CEIPI signed a Memorandum of Understanding with the OHIM and the EPO for the establishment of the Pan-European Seal Professional Traineeship Programme.

The signing ceremony took place during the last Administrative Board of CEIPI, on 19th December 2014, in Strasbourg, in the presence of Mr. António Campinos, President of the Office for the Harmonization in the Internal Market (OHIM) and President of the CEIPI’s Administrative Board, Mr. François-Régis Hannart, Principal Director of the  European and International Cooperation  of the European Patent Office (EPO), representing Benoît Battistelli, President of the EPO, Mr. Alain Beretz, President of the University of Strasbourg and M. Christophe Geiger, Director General of CEIPI.

The aim of the program is to bring closer universities and the job market, which is quite specific for intellectual property. Thanks to this program, the best young graduates of the CEIPI and of the other partners will have access to one-year paid internships within OHIM and EPO. Each year, the Pan European-Seal will offer 100 internships administrated by both offices (number of position open by offices to be determined each year).

The programme is promoted in common by the two biggest Office of Intellectual Property worldwide, the Office for the Harmonization in the Internal Market (OHIM) and the European Patent Office (EPO), in collaboration with the strategic partners of the EIPIN network:

RESEARCH ACTIVITIES

Thesis prize of the Research Federation “Europe in change” grant to Mr. Pablo Mohr for his thesis defended within the CEIPI Research Department

Mr. Pablo Mohr earned in December 2014 the prize of the Research Federation “Europe in change” for his thesis defended on September 29th, 2014 on the topic “The European harmonization of copyright contract law - A comparative law study based on German, English, Spanish, and French law”, written under the supervision of Mr. Christophe Geiger, Associate Professor, Director General and Director of the Research department of the CEIPI.

This prize was created in 2012 in order to recognize the outstanding works of a PhD student from a member research organization, whom thesis topic correspond to the European dimension of the Research Federation and to its main research topics.

The hand-out ceremony took place on December 9th, 2014, at the Law Faculty of Strasbourg, under the high patronage of Mr. Jean-Marc Sauvé, Vice President of the State Council and in the presence of Mr. Christian Mestre, Dean of the Law Faculty of Strasbourg.

Her public lecture focused on the topic “Building Respect for Intellectual Property - The perspective of the World Intellectual Property Organization”. Conference CEIPI-BETA-I3PM “IP Management Challenges in Open Innovation Environments”

In the framework of the CEIPI-BETA Project “Law and Economics of Intellectual Property”, CEIPI organized with the Bureau for Economic Theory and Applications of the University of Strasbourg (BETA) and in collaboration with the International Institute for IP Management (I3PM) a conference headed with “IP Management Challenges in Open Innovation Environments” on March 23, 2015, Salle du conseil, Faculté des sciences économiques et de gestion.

One of the goals of this conference was to establish an ongoing exchange between IP managers and academia, lawyers, economists and managers on current IP management topics, new legal perspectives and economic point of views with regards to these challenges. Prof. Dan Burk speaking on “Inventing around Copyright” at the CEIPI-BETA workshop

On Monday, December 1st, 2014, CEIPI had the pleasure of welcoming Prof. Dan L. Burk, UC Irvine's Chancellor's Professor in Law, within the framework of the CEIPI-BETA Project in Law and Economics of IP. Prof. Burk gave a presentation on his recent article “Inventing around Copyright” (2014) in which he “draws upon previous analyses of inventing around in patent law to assess the benefits and detriments of inventing around in copyright”. The debate was animated by Mr. Christophe Geiger, Director General of CEIPI.

This joint research project at the University of Strasbourg brings together lawyers and economists to formulate a common methodology and scientific output on a broad range of IP related issues. Directed by Mr. Christophe Geiger, Director General at CEIPI, and Prof. Julien Pénin, Associate Director at BETA (Bureau of Theoretical and Applied Economics), it is inter alia implemented through monthly workshops.

Research seminars of CEIPI’s Research Department

CEIPI develops its research activities, particularly through seminars held regularly under the supervision of Ms. Stéphanie Carre, Associate Professor at CEIPI, University of Strasbourg. The sessions are open to researchers’, PhD students and PhDs of CEIPI, and others researchers.

These seminars allow the members of the research team and doctoral students to meet and to discuss issues related to intellectual property. The objective of these seminars is to stimulate and create synergy between researchers of the Centre.

The first sessions of the 2014-2015 academic year were held on:

CEIPI Summer School on Intellectual Property in Europe - 2015

For the 7th consecutive year, CEIPI will organize a Summer School on IP in Europe. The courses will take place from 2 to 10 July, 2015.

Lecturers are chosen from the CEIPI staff and intellectual property specialists including academics, specialized practitioners and professional representatives.

The summer school aims to provide an academic and practical overview of the IP-related aspects of the legal system in the European Union, as well as presenting concrete ideas about IP litigation in Europe. The course is intended mainly for students and practitioners who want to acquire the basics of the European IP system.

Transnational IP Seminar CEIPI-CASRIP

From March 23 to March 27, 2015, CEIPI will host, for the second time (first time in 2008), the Transnational IP Seminar of the LL.M of the Center for Advanced Study & Research on Intellectual Property (CASRIP), University of Washington-Seattle.

This event will contribute to implement the International Cooperation Agreement signed in May 2014 between CEIPI and CASRIP.

Many students from all over Europe, US, Asia and Russia will be coming to Strasbourg to benefit from this unique opportunity. US students (University of Washington-Seattle), German students (TU Dresden, MU Munich, MIPLC Munich), English students (Queen Mary University London), Spanish students (University of Alicante), Italian students (Roma Tre, La Sapienza University Rome), Czech students (University of Prague, University Charles of Prague), Russian students (Russian State Academy in IP Moscow), Japanese (University Waseda Tokyo), Korean students (Seoul National University) and Chinese students (Shandong University, Beijing University) and so on, are invited to participate.

The Seminar week will be organized around different topics such as Patent Law, Trademark Law, Copyright Law and Enforcement of IP both under US Law and EU Law.

Accelerated tuition in "Patents": Academic year 2015-2016: Organisation of general law classes

In order to allow future students of the accelerated tuition in Patents to concentrate on general law subjects, classes concerning introduction to law, business law and the law of obligations will be taught in advance. This adjustment consists in organising a two-day seminar for each of the three subjects during the prerequisite internship year.

Enrolment to the CEIPI's Masters of Laws 2 (equivalent LLM) for the academic year 2015/2016  is open since March, 1st 2015 (except for the Master of Intellectual Property Law and Management and for the Master in Industrial Property).

Prospective students may register online on the University of Strasbourg website via ARIA.

Deadline for enrolment online: June 1st, 2015.

Deadline for receipt of supporting documentation: June 8th, 2015

Prospective students must submit a complete dossier including all university transcripts so that the CEIPI may ascertain the coherence of their academic program of studies and whether they fulfil the prerequisites.

21 and May 22, 2015 – CEIPI-CNCPI-ASPI Preparatory Seminar for the French qualifying examination, specialization “patents”

INPI has set the dates for the French Qualifying Examination (EQF) on 24th and 25th June 2015 for the writing and from 2nd November 2015, for the oral.

CEIPI, CNCPI and ASPI are happy to announce that they organize a common specific preparation for the qualification exam French, to be held in Paris at the Institut Léonard de Vinci, on the 21st and 22nd May 2015.

New course European Qualifying Examination (EQE) in Riga

The CEIPI is pleased to announce the start of a new basic training course in Riga, Latvia, on 22 January 2015. This course is financially supported by the European Patent Office in the framework of the Candidates Support Programme and organized in cooperation with the National Patent Office of Latvia. So far, 10 CSP candidates have enrolled for this new course which is open to non-CSP participants.

The CEIPI preparation programme for the European Qualifying Examination 2015 has finished recently. We received many applications for the different modules of this training programme which includes PrePrep courses focusing on methodology, seminars preparing for the pre-examination and for papers A, B, C and D of the main examination as well as last-minute cramming courses.

For the third time, the CEIPI has trained participants of the Candidates Support Programme jointly run by the European Patent Office and the CEIPI. Initiated in 2012, this programme aims at preparing candidates from countries counting less than 5 qualified patent attorneys for the EQE. In 2014-15, 30 CSP candidates have participated in the preparation courses for the pre-examination. 18 candidates of the second generation have prepared papers A, B and D of the main examination. Two of them have also participated in the courses preparing for paper C, such as 5 candidates of the first generation of the CSP.

The CEIPI wishes to all its candidates plenty of success for the EQE 2015!

CEIPI study visit to the European Patent Office in Munich for the students of University Diploma on the long cycle “Patents” (long cycle)

From 28 to 30 January 2015, students of University Diploma on “Patents (long cycle), went on a study visit to the European Patent Office in Munich. During the 3-day visit, students were received by members of the EPO and were able to attend sessions of oral proceedings.

This study visit is held every year in late January and allows CEIPI students to get familiar with the functioning of the Office.

Master of Intellectual Property Law and Management (MIPLM), Academic year 2014-2015

The courses for the academic year 2014-2015 of the Master of Intellectual Property Law and Management (MIPLM) started on 19th January 2015.

This Master addresses students and practitioners with a minimum of three years’ experience in the Intellectual Property field.

CEIPI at the second part of the 16th EIPIN Congress in Munich

The 16th EIPIN Congress entitled “The Innovation Society and Intellectual Property” will take place from 9th to 11th April 2015 at the European Patent Office in Munich (Germany).

Mr. Christophe Geiger, Director General of CEIPI, will chair and comment the panel dedicated to “Enhancing creativity through copyright exceptions and limitations – in the interest of authors and users”. 

The CEIPI will be represented also by two doctoral candidates who will present their work at the EIPIN Doctoral meeting at the Max Planck Institute for Innovation and Competition that will precede the conference: Mr. Leonardo Machado Pontes “Trade Mark Law – an Inquiry into the Merits of Proper Internal and External Boundaries”, and Ms. Teresa Calixto-Lopez “Socially responsible licensing in the area of green technologies”.

Yves Reboul at the conference organized by the University Hassan I of Settat (Morocco) together with the CEIPI on the topic “Les enjeux de l'exploitation de brevet : dimension juridique”

Yves Reboul, Emeritus Professor at the University of Strasbourg and Director of the French Section of CEIPI participated on February 14th, 2015 in the conference organized by the Business Law Laboratory of the University Hassan Iof Settat (Morocco) together with the CEIPI on the topic: “Les enjeux de l'exploitation de brevet : dimension juridique”.

Mr. Reboul moderated a part of the conference and he spoke on the topic:  “Les contrats relatifs aux connaissances scientifique et technique”.

Théo Hassler intervention under the framework of “Matinales de la bibliothèque” on the topic: “Right to the image of people: personality rights and / or property right?”

The Research Federation “Europe in change” and the Common Service Documentation (SCD) of the University of Strasbourg organize a series of discussions, workshops entitled “Matinales de la bibliothèque”.

The last edition was held on Tuesday, February 3, 2015 from 9:30 to 11:30.

Théo Hassler, Professor at CEIPI and the University of Strasbourg has proposed, at the occasion of the publication of his book “The Right to the image of people: between personality rights and intellectual property”, an intervention on the topic: “Right to the image of people: personality rights and / or property right? “. His presentation was followed by a discussion on the topic: “The image on the Privacy is it still protected?”.

Mr. Jean Lapousterle speaking at the international symposium organized by the CREDIMI in Dijon: “La protection des secrets d'affaires: enjeux et perspectives”

Mr. Jean Lapousterle, Professor of private law and criminal sciences at the University of Strasbourg and member of the Research Department at the CEIPI, participated in the international symposium organized by the CREDIMI (Centre de recherche sur le droit des marchés et des investissements internationaux) which took place in Dijon on December 12, 2014 on the topic: “La protection des secrets d'affaire : enjeux et perspectives”.

Mr. Lapousterle spoke on the following topic: “La protection civile des secrets d’affaires”.

Report of the UN Special Rapporteur in the field of cultural rights, Farida Shaheed, entitled “Copyright policy and the right to science and culture” (A/HRC/28/57)

On 24 December 2014, the report on “Copyright policy and the right to science and culture” of the UN Special Rapporteur in the field of cultural rights, Ms. Farida Shaheed, was submitted to the Human Rights Council.

 In the report the Special Rapporteur examines copyright law and policy from the perspective of the right to science and culture, emphasizing both the need for protection of authorship and expanding opportunities for participation in cultural life.

Mr. Christophe Geiger, Associate Professor, Director General and Director of the Research Department of the CEIPI, participated extensively in the preparation of the report as an expert.

Open letter of the European Copyright Society to the Commissioner for Digital Economy and Society concerning the need for a unified copyright law in the European Union

On 19th December 2014, the European Copyright Society has addressed an open letter to Mr. Günther Oettinger, Commissioner for Digital Economy and Society, inviting the European Commission to start working on a unified copyright law for the European Union.

The European Copyright Society (ECS) was founded in January 2012 with the aim of creating a platform for independent scholarly thinking on European Copyright Law. Its members are scholars and academics from various countries of Europe, seeking to promote their views of the overall public interest regarding the construction of European Copyright law.

In February 2013, the European Copyright Society issued a remarked opinion on the Svensson case (Case C-466/12) which was referred to the CJEU for a preliminary ruling from the Svea hovrätt (Sweden) on 18 October 2012. In 2014, the European Copyright Society has also issued a response to the Public consultation on the review of the EU copyright rules of the European Commission and released an opinion on limitations and exceptions to copyright in the European Union based on the Judgement of the Court of Justice of the European Union of September 3, 2014 in Case C-201/13 Deckmyn.

The CEIPI (Centre for International Intellectual Property Studies) is looking for a legal intern to advance the educational and research missions of the center.

The intern will research the case law with regard to fundamental rights implications of intellectual property. Excellent research and drafting skills are required.
